Mr. Kabiru Isa-Koto serves as the Director and Head of the Establishment Department at the Federal Judicial Service Commission (FJSC). He oversees all establishment matters across the Federal Courts including appointment processing, promotion examinations, conversion and upgrading exercises, study leave approvals, transfer of service, and manpower budget planning. The Establishment Department was created on 21st June 2021 from the Administrative Department and under his leadership coordinates human resource functions for staff of the Supreme Court, Court of Appeal, Federal High Court, National Industrial Court, and the Commission itself.

The Establishment Department was created on 21st June 2021 from the Administrative Department. It comprises five (5) units that manage human resources across all Federal Courts by ensuring staff development, career progression, policy implementation, strategic workforce planning, and performance.
The four court-based units (Supreme Court/FJSC, Court of Appeal, Federal High Court, and National Industrial Court) perform the following core functions:
• Communicate policy reviews, directives, and decisions of the Commission to the Federal Courts and relevant stakeholders.
• Liaise with Federal Courts on Establishment Matters through correspondence, consultations and Capacity-Building Programs.
• Analyze and process staff briefs and antecedents for the Combined Senior Staff Competitive Promotion Examination, including supervision, record scores, presentation of results and issuance of Promotion Notifications.
• Conduct Conversion, Upgrading, and Advancement Examinations for eligible staff who have acquired additional qualifications.
• Process and scrutinize applications for Study Leave (with or without pay), Leave of Absence, Transfer of Service, Secondment, and Special Promotion.
• Initiate and adopt Policies/Circulars relevant to Federal Judiciary Human Resource and Career Development matters.
• Examine the nominal rolls of the Federal Courts to ensure compliance with Commission directives on appointment, promotion, conversion, transfer, and secondment.
The Manpower Budget Unit is additionally responsible for processing retirement, resignation and withdrawal of service applications, and examining Manpower Budget Proposals submitted by the Federal Courts.
