Mr. Ibrahim-K. Abdulrahman is the Deputy Director of the Budget, Pension and Insurance Department of the Federal Judicial Service Commission (FJSC). He is a seasoned public finance professional with almost 20 years of dedicated service in the Commission, making significant contributions to budget planning and implementation, salary administration, pension administration, insurance management, and public financial management. He is an alumnus of the University of Jos, Plateau State, and holds the prestigious professional designation of Certified National Accountant (CNA). He provides strategic leadership and oversight for the Department, ensuring compliance with extant financial regulations, government policies, and best practices in public financial management. Beyond his professional responsibilities, Mr. Abdulrahman enjoys football, Scrabble, Formula One (F1) motor racing, table tennis, and lawn tennis.

Department Overview

The Budget, Pension and Insurance Department is one of the key Departments of the Federal Judicial Service Commission (FJSC), responsible for coordinating the Commission's budgetary, pension, and insurance functions in accordance with extant laws, government policies, and financial regulations. The Department provides strategic support to Management through prudent financial planning, efficient pension administration, and effective insurance management, thereby contributing to the achievement of the Commission's statutory mandate.

The Department is committed to promoting transparency, accountability, efficiency, and value for money in public financial management through effective budget coordination, sound pension administration, and comprehensive insurance management. Through its three Units, the Department supports the Commission in delivering quality service, safeguarding the welfare of staff, protecting the Commission's assets, and enhancing institutional effectiveness.

Units
Budget Unit — Responsible for the preparation, coordination, implementation, monitoring, and evaluation of the Commission's annual budget. Coordinates budget formulation and defence, monitors budget performance, and ensures prudent utilization of budgetary allocations in accordance with the Appropriation Act and extant Financial Regulations
Pension Unit — Responsible for administering pension matters relating to the Commission's staff. Ensures compliance with the Contributory Pension Scheme (CPS), coordinates the processing of retirement benefits, and liaises with the NJC Pension Department, the National Pension Commission (PenCom), and Pension Fund Administrators (PFAs)
Insurance Unit — Responsible for managing the Commission's insurance portfolio, including administration of the Group Life Assurance Policy and other insurance covers for the Commission's assets, staff, and operations. Provides advisory services on insurance, risk management, and claims administration
